This simple patch creates the option 'icecast_default_charset'
(analogous to 'id3_default_charset') to let cmus display non-UTF-8
streaming metadata properly, while leaving valid UTF-8 metadata
untouched.
Many Russian radio stations, and those in other languages too probably,
still use 8-bit encodings (windows-1251 in our case) for program
information. This patch makes those stations display properly in the
library view windows and title line.
